Summary

EUDR Guide is an independent, fact-checked reference on the EU Deforestation Regulation (EUDR), Regulation (EU) 2023/1115 as amended, published by the EUDR Guide Editorial Team.

It is not affiliated with the European Commission, any competent authority or any certification scheme, and every fact traces to a named primary source with the instrument and the date it was checked.

The pages state the rules in force and the dates that apply, and they label every proposal as proposed with its stage and date. Readers who want the rules rather than the publisher can start on the home page of the guide to the EU Deforestation Regulation.

What Does EUDR Guide Cover on the EU Deforestation Regulation (EUDR)?

EUDR Guide covers the whole of Regulation (EU) 2023/1115 as amended: its 39 articles and Annexes I to III, the seven relevant commodities, the four roles, due diligence, country benchmarking and enforcement, with the main obligations applying from 30 December 2026 (Article 38(2)).

The Regulation entered into force on 29 June 2023 and is amended by Regulations (EU) 2024/3234 and 2025/2650 and Delegated Regulation (EU) 2026/2102. It is binding in its entirety and directly applicable in all Member States, so national laws implement it or lay down penalties. Table 1 lists each section of the site with its start page.

Who Publishes EUDR Guide?

EUDR Guide is published under its own brand; every page carries the byline "EUDR Guide Editorial Team" and the date it was last checked.

The publisher is the brand EUDR Guide, and editorial questions go to editorial@eudrguide.com. German (/de/) and French (/fr/) versions of the trust pages follow with the language launch.

Primary Sources and Fact-Checking Behind EUDR Guide

Every fact on EUDR Guide comes from a primary source: the act and its amendments from EUR-Lex and the Official Journal, guidance from the Commission, national law from gazettes and competent authorities.

Table 2. The primary sources EUDR Guide uses

Source Used for Instrument and version
EUR-Lex and the Official Journal (Publications Office) The act, amendments, dates, articles Regulation (EU) 2023/1115; Regulations (EU) 2024/3234 and 2025/2650; Delegated Regulation (EU) 2026/2102; consolidated text 02023R1115-20260918
European Commission EUDR pages Guidance, FAQ, information-system notices Guidance C/2026/3896 (third edition, OJ C, 2026-07-20); FAQ Version 5 (April 2026); both non-binding
Implementing acts (EUR-Lex) Information system, country list Implementing Regulation (EU) 2024/3084 as amended by Implementing Regulation (EU) 2026/1565; Implementing Regulation (EU) 2025/1093
National gazettes, parliaments and competent authorities National implementing and penalty laws, authorities Dated "as of" each check; the Commission list of authorities notified under Article 14(2) for names only
FAO Forest data FAO FRA 2020 data as used in the Commission benchmarking methodology SWD(2025) 129 final
Scheme owners Certification facts Stated only as what the scheme proves under the EUDR

The Regulation and its implementing acts bind; the Commission guidance and FAQ are non-binding and are labelled as such. National law status comes only from national gazettes, parliaments and authority sites, dated "as of" the check, and never from the Commission list of authorities, which supplies names only. Superseded dates appear only as dated history, and an item that cannot be verified is not stated.

The page on the fact-checking method explains the check dates and the labels used.

Is EUDR Guide Independent, and How Is It Funded?

Yes: EUDR Guide is not affiliated with the European Commission, any competent authority or any certification scheme, and no company pays for a mention or a ranking.

No company is named as a partner. The site earns money by matching operators, traders and non-EU suppliers with independent providers and suppliers (consultants, geolocation mapping, audits and software) and through supplier enquiries. No vendor is named, ranked or linked.

The EUDR makes none of these services mandatory. The only mandatory IT is the EUDR Information System, which is free of charge (Article 18(1) of Implementing Regulation (EU) 2024/3084), and as of 24 October 2026 no EU or national body has approved any EUDR software or consultant. These independence rules are set out in the editorial policy on independence.

No: EUDR Guide explains what the EUDR and its official guidance require and the tests they set; it does not decide whether a rule applies to an individual company.

Responsibility stays with the operator (Articles 4(3) and 6(1) of Regulation (EU) 2023/1115). The Commission may facilitate harmonised implementation by issuing guidelines (Article 15(5), as amended by Regulation (EU) 2025/2650), and it describes its FAQ as "a working document drafted by the Commission services" that is not legally binding.

Every fact on this site is checked against EUR-Lex and Commission sources; see our methodology and fact-checking.

This guide explains the rules; it is not legal advice for an individual case.

How Does This Page Connect to Corrections, Contact and Privacy?

Three pages complete this one: the editorial policy for corrections, the contact page and the privacy policy.

How Are Corrections and Updates Handled?

Corrections are dated on the page they change, and pages are rechecked after an EUDR amendment, a review of the country list under Implementing Regulation (EU) 2025/1093, a Commission guidance or FAQ update, a national law change or an information-system release.

The corrections policy sets out how a dated correction is shown.
